GLEN OKRAINETZ
Chair

Glen has a Master’s degree in Geography. He spent 6 years on Parliament Hill as a legislative and policy advisor as to the environment critic. He joined the BC Ministry of Environment in 1994 as senior policy analyst working on environmental intergovernmental relations. Glen chaired several air quality focused Canadian Council of Ministers of Environment committees and served as Director of the provincial air quality program for 16 years before retiring in 2019. Glen has served on the board since 2003.

Miles is a Partner and the Leader of the Business Group at Watson Goepel. Miles has expertise in exempt and public offerings, mergers and acquisitions, financings, lending transactions, real estate development, corporate and partnership governance, and working with trusts. Born and raised in South Africa, Miles lived in Calgary, Alberta for a number of years and attended law school at Queen’s University in Kingston, Ontario. He has made Vancouver his home since 1986. Miles has a J.D., Queens University, 1985, B.Sc., University of Calgary, 1982. Miles has been a member of the Board of Directors and the Society’s corporate lawyer since March 2009. 

Rashpal Rai

Rashpal Rai, APR, is currently the Manager, Communications & Engagement with Central Human Resources at the University of British Columbia. He has 25 years of experience in strategic internal and external communications planning, stakeholder relations, change communications, issues management, and community outreach. Over the course of his career, he has provided guidance and counsel to senior leadership teams and various departments and business areas on sound communications approaches and best practices in managing various initiatives. Rashpal has been a member in good standing since July 2008. 

Steve Stewart

Steve has been involved with the program since it’s inception in 1996. He currently provides consulting services in the areas of vehicle technology and policy to both Provincial and Federal governments. As the former Operations Manager and Senior Project Engineer for the AirCare Program in BC he has over 21 years of extensive experience in systematic testing of road vehicles and emissions. Steve has also held positions of Airframe Systems Engineer with British Areospace, and was a Senior Lecturer at the University College Salford. Steve holds a PhD. Computer Simulation, from the University of Manchester, an MSc., Mechanical Engineering from the University of Manchester and a BSc. Hons, in Aeronautical Engineering from the University of Bristol. Steve has served on the board since 2003.

Blair is a seasoned executive with extensive private, public, and not-for-profit sector experience with senior responsibility for strategic planning, operations, business development, communications, event production, public affairs, marketing, media and government relations, and HR management. Since 2008 Blair has served as the President and CEO of the New Car Dealers Association of BC (NCDA), based in Langley, which represents over 400 franchise New Car Dealers throughout the province. In this role Blair speaks on behalf of the industry to the public, media, and government. He also oversees the operation of the annual Vancouver International Auto Show, the best attended consumer show in Western Canada, and the highly successful CleanBC Go Electric Vehicle Rebate Program for the Province of BC for 14 years. Prior to joining the NCDA, Blair worked at the Greater Vancouver Board of Trade where he led its business development efforts along with its Spirit of Vancouver program and related official 2010 Olympic events. He also held senior roles at Coca-Cola Bottling, Loblaws / Westfair Foods and Century Communications. Blair has also served on the Boards of several not-for-profit organizations and public institutions. Blair has been a member of the Board of Directors since March 2009.Â
